Rinse the long grain rice under running water until the tap water remains clear. Drain. Peel the onion and cut into small cubes. Rinse the peppers, remove the seeds and cut them into small cubes. Rinse the tomatoes with boiling water, remove the skins, remove the pits and cut into small cubes, removing the stalks. Peel the garlic.
