For the onion pancakes, put the flour in a bowl, add the egg and spring onion rings, mix well and dilute with water until a semi-liquid dough is formed.
Season with salt and pepper and let stand for a few minutes.
Thoroughly mix cream cheese with milk and the herbs. Heat oil in a pan and bake relatively thin pancakes from the batter.
Spread the onion pancakes with the cheese mixture, roll them up and serve immediately.
