Remove the peel from the yam, cut into coarse pieces and soften in a saucepan with salted water (about 20 min). Drain and mash with a little milk and three tablespoons of beaten eggs. Add chives, chili and salt and mix well. Shape the dough into round patties. Turn the patties first in egg then in breadcrumbs on the other side. Heat some oil in a frying pan and fry the patties on both sides until golden brown.
