For the fried scallops, wash the scallops under cold running water, drain and rub dry with kitchen roll.
Cut each scallop in half horizontally with a sharp knife. Clean and slice the scallions.
Heat the vegetable oil in a large preheated wok or heavy skillet until very hot, carefully circling the pan.
Add the finely chopped green chilies, scallions, and scallops and sauté over high heat for 4-5 minutes, until the scallops are slightly cooked through.
If using frozen scallops, be careful not to overcook them as they fall apart easily.
Mix the soy sauce and butter into the scallops and heat until the butter is melted.
Transfer to a warmed serving bowl and bring to the table hot.
